About National Open University of Nigeria (NOUN)

In 1976, the National Universities Commission (NUC), the Nigerian government’s regulatory body for all universities, first muted the concept of an Open University for Nigeria. The NUC, then headed as the Executive Secretary by Prof. Jubril Aminu (1975-1979), sent a memo to the Federal Military Government proposing that during the Fourth National Development Plan, an autonomous Open University should be developed for Nigeria (1981-1985). The Federal Government acknowledged this and eventually, in 1977, the proposal made its debut in the National Policy on Education. The Government declared in Section Five, Subsections 40, Sub-section A of the Policy that:

Full effort would be made to allow access to it for those who would benefit from higher education. Via universities or correspondence courses, or open universities, or part-time and work-study programmes, such access may be necessary.

The Federal Ministry of Education’s Higher Education Division went to work on the process of establishing an Open University and integrating it with the country’s current education system.
